Evaluation Study of the Active Citizens Program started

The evaluation (ex-ante, on-going and ex-post) of policies, programs and projects is one of the services that Quaternaire Portugal has been specializing in, covering a great diversity of themes and sectors of activity in the various work that he has been developing in recent years. Along the path of this trajectory, it is with great satisfaction that we announce that the year 2024 begins with the starting of the Results and Impact Evaluation Study of the Active Citizens Program. Quaternaire Portugal was selected to carry out this Study in an open and competitive competition.

The Ative Citizens Program is managed in partnership by the Calouste Gulbenkian Foundation and the Bissaya Barreto Foundation, supporting projects that promote (i) democracy, citizenship, good governance and transparency, (ii) human rights, equality of treatment and combating any form of discrimination, (iii) social justice and the integration of vulnerable groups and (iv) the training of NGOs. The program is financed under the Financial Mechanism of the European Economic Area 2014-2021 (EEA Grants Fund).

The Evaluation Study will allow “a) to know and interpret the results achieved and the degree of achievement thereof in relation to the objectives contracted with the EEA Grants in the Program Implementation Agreement; b) measure the current and predictable impacts of support granted on civil society organizations and project target groups; c) determine strengths and weaknesses of the Program’s implementation; d) compare approaches and results with other national programs with equivalent objectives; e) identify good practices/success stories; f) formulate recommendations on aspects to improve in future interventions / programs aimed at strengthening civil society organizations”.
